Dropsy anyone???

Has anyone had experience with dropsy?  

My nephew has had his tank for over a year now and one of his fish has something that sounds like dropsy.  It's been about a month and it's still kicking but looks really bad.  Whole body is so swollen that it's scales stick out.

Any suggestions?
