Clamped fins are a symptom of another problem, not a problem by itself. Most likely, if he's not showing other physical symptoms (which you should keep an eye out for, both in him and the other fish) it's a water quality issue. Even if you have it under control now, it may have gotten bad before this time. So keep up fairly regular water changes. Maybe add a little aquarium salt (not table salt!)
Unless you have another tank all cycled and ready to go, I'm not sure that I'd suggest quarantining him just yet. The stress of dealing with a cycle might do him in.
Likewise, I'm not sure I'd suggest medicating the tank yet, since you don't know exactly what's wrong.
Tell us everything you can about his tank.. how big is it, how long has it been running, how many other fish are in there, what fish, any new additions, what your water-changing regimine is...
And the filter, too... what is it like, et cetera.
I see by another story you posted that you've had trouble with males before. Males for some reason seem to react to problems with the water before females do. So at this point, I'm fairly sure something's not quite kosher. Think about what you may introduce to the tank, no matter how inconsequential it may seem, and if it may be fouling the water.
