Just wanted to note that that's the most creative description of clamped fins that I've ever heard.. :)

Keep a close eye on him for other symptoms, and keep it up with the water changes.  See if anything else is out of the ordinary in the tank..

Is there a match on terms of symptoms? Have there been any fry which have "mysteriously" disappeared?

In the meantine, please do an additional partial water change or two. If it is freezing at night, leave your siphon tube and bucket out over night.
