There are many questions that could be asked to figure out what is wrong.  Before doing that, please look at the Immediate Help section and see if there is anything that can help you there.

Good luck.

Guppies are shoaling fish and loosely (none / 0) (#2)

hang together. That is pretty natural.

They also school like that if there is something in the tank threatening them. You don't mention tankmates. What other fishes are with them?

Another ironic thing about aquaria, if fish have places to hide or shelter in, they will then often be "out front." What "structure" does your tank have in terms of decorations? Sometimes that is important to your guppies.

Also, what is the temperature of your tank? In the summer things can get hotter than usual. Water holds less oxygen than at cooler temperatures. Fish will huddle just under the water's surface because there is a little more oxygen there and they may desperately need more O2.

Related to that is how recently has you tank been established. Uncycled tanks may be oxygen poor. Also, such behavior is a good time for us (thee and me) to check on how recently and regularly we have been doing (often weekly) partial water changes. As nitrates gather in a tank, the fish can slowly, subtly, suffocate. :(

The hardest thing most aquarists face, is keeping up with partial water changes. None of the above may be the issue with your fish, But please give them some consideration.

All the best!

I've noticed that about their hiding habits.. the only place I've ever seen any of my guppies seek "shelter" is inside the top of one of my biggest decorations.. which is shaped slightly like a cup, with a deep bottom.  Many a time I've gone frantic looking for missing guppies, expecting little crispy surprises on the carpet, only to realize they're there.  They show no interest in cave-shaped hiding places...

Hah, hah!

Have you noticed too how fry only hide if there are predators around? Back when I had oodles of fry last year and they were born in the main tank and lived there for a week or 2, they mostly hid in the plants. Once I moved them to the fry tank they were out and about all over the place.

You observation parallels that article in (none / 0) (#6)

TFH by that very perceptive teenager who noted that fry evenly dispersed in a fry only bowl. In the bowl with adults, the vast percentage went either towards the surface or towards the bottom - as far away from the adults and as far out of their sight-line as possible.
