Thank you for the quick reply Guppygirl,
The return pipes ( flow tubes ) I was planning on putting foam like what is on sponge  
filters over the top ( depending on flow speed don't want it overflowing ) and through  
them some small nylon rope to the next tank level to stop splashing and noise 
( hopefully water will run down the rope to the water level and not splash )
 
After reading your response I came up with this idea to slow down the flow from recycle pumps... 
As for the recycle pipes a filter before each pump, a valve after each pump, and @ the  
top tank a diffusing partition with "steps" should slow the current down enough. 
And  Carbon bag and a sponge at the bottom. To increase filtration.

If you read "unclescotts" comments, I would wonder about the return draw being enough for the system to operate with the sponge filter covering too.  

But, if I'm looking at your second drawing correctly, there is only one return tube opening, right?

Well, my thought is, if you keep the pregnant females and fry in the tanks that are in the middle of the operation, they would be safest, correct?

And, since your water conditions would be consistant  due to the "shared" water system, you would have an easier time of moving them if necessary.

I'd get it set up and run it.  Fool around with the valves and returns.  Maybe add some fish food, or something similar, into the water, and see how the flow operation works.

That's about all I can think of.
